· The Presidential Emergency Board (PEB) has spoken. On August 16th, its three members issued a 124-page report, outlining recommendations on how to settle the current dispute between U.S. railroads (including many short line railroads) and their labor unions (12 labor organizations in total, representing more than 100,000 employees).
